President: Melanie Wingate
Melanie Wingate was raised and currently lives in the Highlands area. She is a Realtor with Bates-Brinkley Realty in Baytown. Melanie is married to Brian Wingate and has 2 children. She is active in volunteering with youth and teaching Sunday School to young adults at First Baptist Church Highlands. She also a volunteers with Kids Beach Club, a Christian ministry that goes into public schools on a weekly basis (after school hours) to share the good news of Christ. Her passion is for others to find freedom and forgiveness through Jesus.
Vice President: Robert ( Doc ) Allen PhD
Robert is a native of Soileau ( Oberlin ) Louisiana. He comes from a family of nine girls & six boys. At a young age he served Saint Joan of Arc Catholic Church as an Alter Boy. He received Christian teaching from his Mother - Father and the church. He has an Honorary Doctor of Divinity Degree from Saint Luke Evangelical School of Biblical Studies. He has a Doctor of Philosophy in Psychology Degree. He is the Owner & CEO of Allen Public Speakers & Motivators. He is a member of Saint Martin DePorres Catholic Church in Barrett Station.
He has been married to Lettie Allen since the 20th of March 1971. The father of two boys & two girls - The grandfather of six boys & three girls - The great grandfather of one boy. He is a veteran of the U.S. Army. He is a member of the Knights of Columbus ( 4th Degree ) & the Knights of Peter Claver ( 4th Degree ). He is a lifetime member of The Houston Livestock Show & Rodeo ** The Texas Rangers Association ** The Texas Sheriff Association. GOD IS GOOD ALL THE TIME.
Treasurer: Joanne Young
Joanne was born in Williamsburg, Virginia but at an early age her family moved to West Virginia. She graduated from Ansted High School, Ansted, West Virginia May 1951. Immediately after graduation she moved to Washington, D. C. and began working for the Federal Government. Her Government service included Civil Aeronautics Administration (CAA), National Security Agency (NSA), Department of the Air Force (The Pentagon) and Department of Treasury (IRS) in Houston, Texas. She retired as a Tax Specialist from the Internal Revenue Service June 1999. She is currently Admin Assistant and Musician for Fisher Road Baptist Church. She also volunteers on Wednesday nights in music with the children, teaching them Christian songs of faith. She has been a Board Member since 2008.
Secretary: Kenneth Durham
Ken Durham, pastor of Juncture Church in Pasadena and Houston. Married to his wife, Terry over 32 years with one daughter, Roxie, and her husband Brandon and one grandson, Jordan. A member of the PRCE Board since 2009
Member at Large: David Brinkley
David has been a real estate broker since 1973 and is presently working at Bates Brinkley Realty. He’s been married to an amazing artist, Billie, for 38 years. They have 3 children and 2 grandchildren.
Being a member of Second Baptist Church keeps him involved with the community. He also enjoys the membership of the Baytown Gideons. David & Billie are regular volunteers of San Jacinto Methodist Hospital as well as helping with many projects of the Center.

Member at Large: Dave Jirrels
A native of Wichita, Kansas, Dave Jirrels graduated from Wichita State University with a Bachelor's Degree in Political Science. He later moved to Texas and made the decision to enter funeral service. He then earned an Associate Degree from Commonwealth Institute of Funeral Service in Houston, and for the last fifteen years has served the families of Baytown as a dedicated funeral professional. In 2005, he joined Anthony and Madeleine Crespo of L.A. Crespo Funeral Directors and together formed their new partnership, Crespo & Jirrels Funeral and Cremation Services. Dave is active in a multitude of leadership roles in local civic organizations including serving as board president of Pregnancy Resource Center, board chairman of the Baytown Chamber of Commerce, chairman of the Civil Service Commission, board president of the Bay Area Heritage Society, and past president of the Kiwanis Club of Baytown. He brings an unwavering passion for excellence, is committed to the families who have placed their trust and confidence in him, and welcomes the opportunity to continue serving his community as a knowledgeable and compassionate source of support for those who need it most
Member at Large: Nancy Lange
Nancy Hall Lange has been Board President since January 2013. She also helps the PRCE with fundraising, and was PRCE Executive Director 2000-2006. Nancy is from Channelview, Texas, and has been married to Don since 1977. They have one child, DJ, who is 20-years old. Nancy is involved with her church, Fisher Road Baptist, including teaching Sunday school (1st-3rd grade). Nancy came to the PRCE in 2000 from a background of legal administrative assistant for 20 years, self-employment, Bible study teacher, and Homemaker.
Member at Large: Rosa Lofton
Rosa is native of Kilgore texas. She comes from a family of seven boys and four girls. A very active member of Holy Trinity Catholic church in Mont belvieu Texas. Served on the Parish Council and is involved in Young Family Ministry group as well as a charismatic women group.
Is on the Family life Commission Board for the Diocese of Beaumont. Is married to Brandon Lofton and has four wonderful children. Currently employed with Strike Construction. Very excited and looking forward to a great year with Pregnancy Resource Center.
Member at Large: Denise Pratt
Attorney at Law - Family Law, Judge of the 311th Family Court
Denise has had over 18 yrs of experience in cases involving all aspect of family law. She's had training in family violence by HPD Domestic Violence Unit and Baytown Police Citizens Academy. She has also received training by Suicide Hotline and Charter Lakeside Drug/Alcohol Rehabilitation.
She was appointed by the Governor in 2007, and continues to serve on the Board of Social Workers Examiners. She has mentored numerous children, taken foster children into her home, sponsored children from girls/boys homes, and continues to provide support systems for youth who 'graduate' out of the CPS system, so that they may become independent, productive adults. Her goal has always been to strengthen families and give children a better future.
Executive Director: Gail Davis Duhon
Gail has been involved with this ministry since the first training over 20 years ago. She is the current Executive Director since 2012 and was the Center Director 2004-11. She holds a Bachelor Degree in Business Administration with a concentration in Management. Gail, a mother of 4, is active in her church, The Source Church, and serves as Director of Children's Ministry. She is also on The Source Church's Advisory Board. Gail serves on the board of directors for Global Contribution (Terra Nova Children's Home) as secretary.
